Rodney M. Barker

Born in London, England, 1933; admitted to bar as Solicitor in England and Wales in 1959; Massachusetts bar in 1977; U.S. District Court, District of Massachusetts, 199??; First Circuit Court of Appeals, 199??;  He received a Master of Arts in History and Law from Cambridge University in 1955 and Master of Arts in Teaching from Oberlin College in 1964;  Mr. Barker has practiced immigration law in Boston for over twenty-five years, successfully representing clients before the INS, US Department of Labor, US Immigration Court and Board of Immigration Appeals; Mr. Barker has been an active member of the American Immigration Lawyers Association [AILA] throughout his legal career. Mr. Barker served as Chair of the New England Chapter of AILA from 1992 to 1993, as well as National Co-Chair of the Immigration Religious Visas and Immigrant Religious Visas Committee.  In addition to practicing immigration law, he is currently an Adjunct Professor of Immigration Law at Suffolk University Law School.  Mr. Barker worked with US Representative Barney Frank to sponsor legislation to obtain 1000 permanent residence visas for displaced Tibetans and to continue the Religious Worker program through 2008. He has written articles on U.S. immigration for English legal journals and lectured on aspects of nonimmigrant visas at AILA conferences. Mr. Barker also held elected political office in Newton, MA. And is active in many community organizations, including the Tibetan Community Assistance Project/Boston, Inc. and the Newton/San Juan del Sur Sister City Project, Inc.     

John J. Loscocco

Born in Boston 1960; admitted to the Wisconsin and Massachusetts bars in 1988; U.S. District Court, District of Massachusetts, 1990; First Circuit Court of Appeals, 1993; He received a Bachelor of Arts in History at Northwestern University in 1983 and his Juris Doctor at the University of Wisconsin Law School in 1988.  Mr. Loscocco has been a partner at Barker, Epstein & Loscocco since 1992 and has been an active member of the American Immigration Lawyers Association since 1988.  In fifteen years of practicing immigration law, Mr. Loscocco has a strong record of success in obtaining benefits for his clients in proceedings before the INS (now USCIS), the US Immigration Court, Board of Immigration Appeals, and the US Department of Labor.  He has also successfully litigated immigration cases before the Federal District Court and the First Circuit Court of Appeals.  Mr. Loscocco represents clients in Massachusetts courts in criminal and probate matters when necessary to advance their immigration objectives. Additional professional activities include: Volunteer Attorney, International Institute of Boston, 1998 to present; AILA New England Chapter Liaison with INS Litigation Unit, 1993-4; Attorney Mentor for Political Asylum Immigration Representation Project, 1993 to 2000.    

David K. McHaffey

Born in 1957, Mr. McHaffey graduated Cornell University with a Bachelor of Arts degree in 1986 and later earned his law degree at Boston University School of Law in 1995.  Mr. McHaffey was admitted to the Massachusetts bar in 1995 and has practiced immigration law exclusively since that time.  Prior to joining Barker, Epstein & Loscocco as an associate in 2003, Mr. McHaffey was the staff immigration attorney at Catholic Charities from 1996 until 1998, and then specialized in asylum law as the asylum attorney at the Political Asylum Immigration Representation Project (PAIR Project) from 1998 until 2003.  Mr. McHaffey has been an active member of the American Immigration Lawyers Association (AILA) since 1996.  He served as the AILA Asylum Office Liaison from 2001 until 2003.  Mr. McHaffey has been a frequent guest speaker at Boston area law schools, AILA meetings and has served as a faculty member at numerous immigration law trainings sponsored by PAIR Project and Massachusetts Continuing Legal Education (MCLE).  In his nine years as an immigration attorney, Mr. McHaffey has successfully represented numerous clients in proceedings before the INS (now USCIS), US Immigration Court and Board of Immigration Appeals.  Mr. McHaffey also represents clients in Massachusetts courts in criminal and probate matters when necessary to advance their immigration objectives. Additional professional activities include serving as a mentoring attorney for the PAIR Project and speaking at various community organizations about criminal immigration matters.    

Andrew D. Epstein*  

Born 1946: admitted to bar, 1972, Massachusetts; U.S. District Court, District of Massachusetts, 1974; U.S. Court of Federal Claims, 1992; Mr. Epstein received his Bachelor of Arts at Boston University in 1969 and his Juris Doctor at Boston University in 1972.  Mr. Epstein represents hundreds of design and image professionals including photographers, illustrations, design firms, advertising agencies and other individuals and businesses involved in photography, art, illustration and imaging technology.   In addition to general business law and litigation, Drew's practice focuses on copyright, trademark, contracts, art law and intellectual property litigation. He is an accomplished trial attorney with over twenty-five years of successful jury and non-jury trial and appellate court experience in both Massachusetts and Federal courts.  Drew is a former president and a present member of the Board of Directors of the Photographic Resource Center at Boston University, an influential photographic arts organization. He has been a frequent guest lecturer to academic, professional, business and legal groups on copyright and trademark law, art law and general business law. Drew has also been a regular contributor of law journal articles on copyright law, contract law and legal and business issues for photographers and artists for Massachusetts Continuing Legal Education, a joint project of the Massachusetts and Boston Bar Associations.  A long-standing member of the Volunteer Lawyers for the Arts of Massachusetts, Drew has been honored for his dedication in providing legal assistance to the community.
